The operating company is called Digital City UK Ltd and the press release says it is owned 35% by Swindon Borough Council (which says the project "will provide the Council with a unique funding stream"), but the other owners are not explicitly stated, although it looks like proprietary cloud computing company aQovia http://www.aqovia.com/node/14 (drupal?) is one. So, it looks like they've not learned about cooperation or software choice from BW and they talk about "leading" - which seems bizarre for urban wifi after all this time. Have they learned anything from BW's successes, or Glastonbury's failure? More worryingly, it says that anti-virus, Microsoft and Google services will be key features. Is this an example of the "new enclosure" approach, moving the extortionate licensing fees of software companies away from customer choice and into the indirect levels? Ultimately, the could be site-licensing an entire borough, whether citizens want it or not. I remember taking part in a European Social Forum workshop five years ago warning about that sort of anti-competitive tactic. Should we like this project or not?
